Underwater Bases and Vehicles in Relation to Cetaceans

For some time I have known that there are visitors or residents from civilizations beyond Earth living within our seas. The dolphins and whales have made this clear to me.

In addition, I have on occasion, personally witnessed UFOs entering and departing from the ocean.

It is safe to assume that an advanced civilization with vehicles that are capable of deep space travel will also be capable of operating under water.
